Beth Ann Felder, former chief counsel with the Republican staff of the U.S. Senate Budget Committee, has been named director of federal relations for The Johns Hopkins Institutions. She will represent the university and health system in Washington on both legislative and executive branch matters, focusing on federal budget and appropriations issues as well as other areas of concern. Felder became GOP chief counsel on the Budget Committee staff in 1996 after nearly four years as second assistant parliamentarian in the Senate's Office of the Parliamentarian. Previously, she had been a staff attorney in the Office of the Attorney General of Maryland, assigned as counsel to the state's General Assembly, and a bill drafter in the assembly's Department of Legislative Reference. A 1985 graduate of Johns Hopkins, she earned a law degree from Villanova University in 1990 and has served as law clerk to a judge of the Circuit Court of Montgomery County, Md.
