Rep. Ben Cardin (D-Md.) discussed
the recent Capitol Hill lobbying scandals and steps to
reform congressional ethics procedures at a special policy
forum held Feb. 10 on the Homewood campus. The congressman,
who is a candidate for the U.S. Senate, served on the House
Ethics Committee from 1991 to 1997 and helped draft the
existing ethics guidelines. More than 75 people attended
the talk, which was sponsored by the Johns Hopkins Institute for Policy Studies.
