HB441 Public Health - Assisted Outpatient Treatment and Mobile Crisis Teams

Providing that an application for assisted outpatient treatment may be submitted to a court by specified individuals; authorizing, under specified circumstances, a court to order assisted outpatient treatment for a specified individual; requiring the Maryland Behavioral Health Crisis Response System to include a crisis communication center in each jurisdiction or region to provide mobile crisis teams operating in a specified manner; etc.

SB223 Human Relations - Discrimination by a Place of Public Accommodation - Enforcement and Remedies

Authorizing specified persons or the Commission on Civil Rights to elect to have the claims asserted in a complaint alleging discrimination by a place of public accommodation determined in a civil action brought by the Commission; expanding the remedies available for specified discrimination; clarifying the remedies available for an unlawful employment practice; authorizing a complainant alleging specified discrimination to bring a civil action under specified circumstances; etc.

HB430 Education - Student Data Privacy Council

Establishing the Student Data Privacy Council; providing for the composition, chair, and staffing of the Council; prohibiting a member of the Council from receiving specified compensation, but authorizing the reimbursement of specified expenses; requiring the Council to study and make recommendations regarding the development and implementation of the Student Data Privacy Act of 2015; requiring the Council to report its findings to the Governor and the General Assembly on or before December 31, 2017.

HB453 Maryland Education Credit

Allowing a tax credit against the State income tax for contributions made to specified student assistance organizations; requiring the Department of Economic Competitiveness and Commerce to administer the tax credit; requiring an entity to submit an application to be a student assistance organization on or before January 1 each year; establishing the Maryland Education Tax Credit Reserve Fund; applying the Act to taxable years beginning after December 31, 2015; etc.

SB376/HB464 Pathways in Technology Early College High (P-TECH) Schools Act of 2016

Establishing a specified number of Pathways in Technology Early College High (P-TECH) schools in the State; requiring the State to provide a specified grant to P-TECH schools beginning in a specified fiscal year for specified costs; providing that the grant may not exceed a specified amount in specified fiscal years; requiring a county board to pay for dual enrollment costs for P-TECH students; etc.

Altering the definition of "interested party", for the purpose of certificate of need review of replacement health care facility projects, to include a jurisdiction that does not contain the replacement health care facility project.

HB489 Termination of Maryland Health Insurance Plan, Transfer of Senior Prescription Drug Assistance Program, and Funding for State Reinsurance Program

Repealing provisions of law establishing the Maryland Health Insurance Plan; repealing provisions of law establishing the Board of Directors for the Plan; repealing provisions of law establishing the Maryland Health Insurance Plan Fund; transferring the Senior Prescription Drug Assistance Program from the Board of Directors for the Plan to the Department of Health and Mental Hygiene; establishing the Senior Prescription Drug Assistance Program Fund as a special, nonlapsing fund; etc.

SB393/HB490 Maryland Nurse Practice Act - Peer Review and Advisory Committees and Penalties

Repealing the requirement that the State Board of Nursing appoint specified peer review committees; authorizing the Board to appoint peer advisory committees to provide the Board with expert advice related to the practice of nursing by advance practice nurses; altering the maximum amount of a specified civil fine the Board may impose; altering the application of specified criminal penalties; altering the maximum amount of a specified fine and the maximum term of imprisonment to which a specified person is subject; etc.

SB446 Interstate Medical Licensure Compact

Enacting, with specified other member states, the Interstate Medical Licensure Compact to strengthen access to health care by providing a streamlined process allowing physicians to become licensed in multiple states; establishing specified eligibility requirements for physicians; requiring physicians to designate a specified state as the state of principal license; establishing the Interstate Commission to administer the Compact; requiring the Commission to establish a database of specified physicians and applicants; etc.

SB450 Health Care Provider Malpractice Insurance - Scope of Coverage

Authorizing the inclusion, in a policy that insures a health care provider against damages due to medical injury arising from providing or failing to provide health care, of coverage for the defense of a health care provider in a specified disciplinary hearing if the cost of the included coverage is itemized in the billing statement, invoice, or declarations page for the policy and reported to the Maryland Insurance Commissioner in a form and manner required by the Commissioner.

HB539/SB297 Health Insurance - Habilitative Services - Period of Time for Coverage

Extending until at least the end of the month in which the insured or enrollee turns 19 years old the period of time during which health insurers, nonprofit health service plans, and health maintenance organizations are required to provide coverage of habilitative services for its insureds and enrollees who are children; repealing a provision of law that a specified determination by a specified entity is considered an adverse decision for specified purposes; etc.

SB452/HB25 Health Insurance - Group Health Benefit Plans - Renewal Premium Rate Calculation Statement

Requiring specified health insurance carriers to provide to the policyholder or plan sponsor of a group health benefit plan a renewal premium rate calculation statement at least 90 days before the date of renewal of the group health benefit plan; requiring the statement to include specified information; and applying the Act to all group health benefit plans issued, delivered, or renewed in the State on or after October 1, 2016.

HB423/SB304 Maryland Commission on Health in All Policies

Establishing the Maryland Commission on Health in All Policies; providing for the purpose, composition, chair, and staffing of the Commission; specifying the duties of the Commission; requiring specified health impact assessments to be performed in a specified manner; requiring the Commission to report to the Governor and General Assembly on December 1 of each year on the findings from and recommendations based on any health impact assessments performed by the Commission; etc.

SB382/HB456 Prescription Drug Monitoring Program - Revisions

Requiring that specified authorized providers and prescribers be registered with the Prescription Drug Monitoring Program before obtaining a specified new or renewal registration or by July 1, 2017, whichever is sooner; requiring that specified pharmacists be registered with the Program by a certain date; requiring specified prescribers and pharmacists to request and assess specified drug monitoring data under specified circumstances; etc.

SB418/HB404 Richard E. Israel and Roger "Pip" Moyer End-of-Life Option Act

Authorizing an individual to request aid in dying by making specified requests; prohibiting another individual from requesting aid in dying on behalf of an individual; requiring a written request for aid in dying to meet specified requirements; establishing requirements for witnesses to a written request for aid in dying; requiring a written request for aid in dying to be in a specified form; requiring an attending physician who receives a written request for aid in dying to make a specified determination; etc.

HB511/SB252 Maryland Medical Assistance Program - Former Foster Care Adolescents - Dental Care

Requiring the Maryland Medical Assistance Program, subject to the limitations of the State budget, and as permitted by federal law, to provide dental care for former foster care adolescents who, on their 18th birthday, were in foster care under the responsibility of the State.

SB449 Maryland Medical Assistance Program - Guardianship Fees - Income Deduction

Requiring the Department of Health and Mental Hygiene to deduct as a remedial service specified guardianship fees when determining the portion of income specified recipients of Maryland Medical Assistance Program benefits are required to contribute to the cost of their care under the Program; specifying the amount of deductions for specified guardianship fees; etc.

Prohibiting a medical school from using a live or dead animal in the medical education or training of students if alternate methods are used by specified other medical schools in the State; and establishing a penalty for violation of the Act not to exceed $1,000 for each animal used.

HB594 Humane Adoption of Companion Animals Used in Research Act of 2016

Limiting the period of time for which dogs or cats may be used in specified research facilities for scientific research purposes to 2 years; requiring specified research facilities using dogs or cats for scientific research purposes to take specified steps to provide for the adoption of a dog or cat that is no longer needed for research purposes; authorizing specified research facilities to enter into specified agreements with animal rescue organizations for specified purposes; etc.

SB186/HB504 Workers' Compensation - Permanent Partial Disability Compensation - Reversal or Modification of Award

Applying a specified provision of law relating to the reversal or modification of an award for permanent partial disability compensation to the Workers' Compensation Commission; clarifying that, for purposes of a specified provision of law relating to the reversal or modification of an award for permanent partial disability compensation, the payment of any new compensation awarded is subject to a monetary credit for compensation previously awarded and paid; and applying the Act prospectively.

SB328/HB220 Criminal Procedure - Partial Expungement

Authorizing a person to file a petition for a partial expungement of specified criminal records under specified circumstances; requiring a court to order that specified records may not be included on a specified Web site or within specified records; repealing a provision of law establishing that if a person is not entitled to expungement of one charge or conviction in a specified unit the person is not entitled to expungement of any other charge or conviction in the unit; etc.

SB441 State Board of Physicians - Admissibility of Board Records - Workers' Compensation Commission

Providing that a specified provision of law relating to the admissibility of State Board of Physicians proceedings, records, files, and orders in civil and criminal actions does not apply to any proceeding before the Workers' Compensation Commission or any proceeding related to an appeal of a decision of the Commission to a circuit court.

SB472/HB580 Labor and Employment - Maryland Healthy Working Families Act

Requiring employers with more than nine employees to provide employees with earned sick and safe leave that is paid at the same rate as the employee normally earns; requiring employers with nine or fewer employees to provide an employee with unpaid earned sick and safe leave; providing for the manner in which earned sick and safe leave is accrued by the employee and treated by the employer; requiring an employer to allow an employee to use earned sick and safe leave for specified purposes; etc.
