Here are some of the hot issues as the 2016 Legislative Session develops:
The Maryland General Assembly convened on Wednesday, January 13th, for its 436th Legislative Session. In addition to enacting the state’s operating and capital budgets, the legislature will consider upwards of 2500 pieces of legislation. The Office of State Affairs provides a weekly update on proposed legislation of interest through the Legislative Hotline. The Hotline is sent every Wednesday during the 90-day legislative session.

Behavioral Health HB24 Public Health - Overdose Response Program - Educational Training Program Requirement Requiring educational training for an Overdose Response Program overseen by the Department of Health and Mental Hygiene to include training in the requirement to immediately contact medical services after the administration of naloxone by a certificate holder instead of training in the importance of contacting emergency medical services. Hearing Date: Effective Date: October 1, 2016 SB89 Maryland Medical Assistance Program - Provision of Substance Use Services to Enrollees of Managed Care Organizations Repealing specified provisions of law relating to the provision of benefits for specified substance abuse services by managed care organizations to specified enrollees in the Maryland Medical Assistance Program; requiring a managed care organization to provide or arrange to provide substance-related disorder services for children in State supervised care; requiring the Department of Health and Mental Hygiene to establish a delivery system for substance-related disorder services; etc. Hearing Date: Wed 1/20 1:00 PM Effective Date: October 1, 2016 SB97 Public Health - Opioid-Associated Disease Prevention and Outreach Programs Repealing the Prince George's County AIDS Prevention Sterile Needle and Syringe Exchange Program; authorizing the establishment of Opioid-Associated Disease Prevention and Outreach Programs by specified entities; requiring a Program to provide for the exchange by participants of used hypodermic needles and syringes; requiring a Program to operate in accordance with procedures approved by specified local health officers, the Department of Health and Mental Hygiene, and the recommendations of the Standing Advisory Committee; etc. Hearing Date: Thu 1/28 1:00 PM Effective Date: October 1, 2016 [GO TO TOP] [GO TO BILL LIST] HB32 Restoring and Sustaining Baltimore City Communities Act of 2016 Requiring the Mayor and City Council of Baltimore City to grant, by law, a specified property tax credit against the property tax imposed on specified property located in specified communities in Baltimore City; establishing the amount and duration of the property tax credit; providing for the eligibility requirements of the property tax credit; providing the Act shall be applicable to all taxable years beginning on or after June 30, 2016; etc. Hearing Date: Wed 1/27 2:00 PM Effective Date: June 1, 2016 HB36 Rebuilding Baltimore City Communities Act of 2016 Requiring the Mayor and City Council of Baltimore City to grant, by law, a specified property tax credit against the property tax imposed on specified property located in specified communities in Baltimore City; establishing the amount and duration of the property tax credit; providing for the eligibility requirements of the property tax credit; providing the Act shall apply to all taxable years beginning after June 30, 2016; etc. Hearing Date: Wed 1/27 2:00 PM Effective Date: June 1, 2016 [GO TO TOP] [GO TO BILL LIST] HB109 Public Schools - Health and Safety - Food Transparency Requiring specified local school systems to include specified information relating to items sold a la carte on monthly dining menus; requiring a specified monthly menu to include specified information under specified circumstances; and requiring specified local school systems to create an individual monthly a la carte menu for each school under specified circumstances; etc. Hearing Date: Thu 2/4 2:00 PM Effective Date: July 1, 2016 [GO TO TOP] [GO TO BILL LIST] SB12 Health Care Facilities - Closures or Partial Closures of Hospitals - County Board of Health Approval Prohibiting a person proposing to close or partially close a hospital that receives State and county funding from closing or partially closing the hospital except under specified circumstances; requiring the county board of health for the county in which the hospital is located to hold a public hearing at a location within 5 miles of the hospital and within 30 days of receiving notice of the proposed closure or partial closure; requiring the board of health to consider specified factors; etc. Hearing Date: Effective Date: Upon Enactment [GO TO TOP] [GO TO BILL LIST] SB108 Nurse Support Program Assistance Fund - Revisions Altering the types of nursing positions that are eligible to receive grants from the Nurse Support Program Assistance Fund. Hearing Date: Wed 1/27 1:00 PM Effective Date: October 1, 2016 [GO TO TOP] [GO TO BILL LIST] SB91 Public Health - State-Identified HIV Priorities Requiring rebates received by the Department of Health and Mental Hygiene from the Maryland AIDS Drug Assistance Program as a result of State General Fund expenditures to be distributed to a specified special nonlapsing fund and used only to fund State-identified priorities for HIV prevention, surveillance, and care.
