SB211 Income Tax Credit - Qualified Research and Development Expenses - Credit Amounts

Increasing the maximum total amount of research and development tax credits that the Department of Economic Competitiveness and Commerce may approve; and applying the Act to all Maryland research and development tax credits certified after December 15, 2015.

HB265 Department of Health and Mental Hygiene - Health Care Facilities - Abuser Registry

Requiring the Secretary of Health and Mental Hygiene to establish a registry that includes information about any employee of a health care facility whose employment was terminated because the employee was convicted of a specified crime; requiring a health care facility to submit the names of specified former employees to the Secretary for inclusion in the registry; authorizing a health care facility to access the registry under specified circumstances; etc.

HB309/SB324 Prince George's County Regional Medical Center Act of 2016

Requiring that in specified fiscal years specified amounts be provided as an operating grant to the Board of Directors of the University of Maryland Medical System to be used to support the transition of the Prince George's County Regional Medical Center to operation as a participating Institution of the University of Maryland Medical System; requiring that State and Prince George's County funds be used only for access to critical health care services in a specified region of the State; etc.

SB336 Hospitals - Designation of Lay Caregivers

Requiring a hospital to provide a patient or the legal guardian of a patient with an opportunity to designate a lay caregiver before the patient is discharged from the hospital; requiring a hospital to document the decision to not designate a lay caregiver by a patient or the legal guardian of a patient in the patient's medical record; requiring a hospital to request consent from a patient or the legal guardian of a patient to release medical information to a lay caregiver; etc.

SB30 Maryland Anesthesiologists Assistants Act

Requiring the State Board of Physicians to adopt regulations for the licensure of anesthesiologist assistants and the practice of anesthesia care by anesthesiologist assistants; establishing the Anesthesiologist Assistants Advisory Committee within the Board; providing for the scope of practice for medical acts delegated to an anesthesiologist assistant under specified circumstances; requiring anesthesiologist assistants to execute a specified delegation agreement; etc.

SB217 State Board of Physicians - Distribution of Fees by Comptroller - Loan Assistance Repayment for Physicians and Physician Assistants

Altering the circumstances under which the Comptroller is required to distribute fees received from the State Board of Physicians to the Office of Student Financial Assistance to be used to make grants under the Maryland Loan Assistance Repayment Program for Physicians and Physician Assistants; repealing specified provisions of law that require the Comptroller to distribute specified fees to the Health Personnel Shortage Incentive Grant Program under specified circumstances; etc.

SB334 Health Insurance - Access to Accurate Provider Directories

Prohibiting a carrier from issuing or delivering a health benefit plan in the State before a provider directory for the health benefit plan is submitted to and approved by the Maryland Insurance Commissioner; requiring a carrier to submit a specified provider directory on a specified basis for review and reapproval by the Commissioner; establishing specified requirements for a specified provider directory; etc.

HB180 Public Health - HIV Testing During Pregnancy

Requiring specified health care providers to obtain consent for HIV testing in accordance with specified provisions of law and to test pregnant patients, except under specified circumstances, during the first and third trimesters of pregnancy; and repealing specified provisions of law made obsolete by the Act.

HB216/SB289 Public Health - Preventive Medical Care - Consent by Minors

Altering a specified provision of law to provide that treatment to which a minor may consent includes medical care related to prevention of or advice about sexually transmitted infection and disease.

HB279 Department of Health and Mental Hygiene - Abuser Registry Workgroup Recommendations - Report

Requiring the Department of Health and Mental Hygiene to report on the status of the implementation of specified recommendations of the Abuser Registry Workgroup; and requiring the Department to submit a report to the Governor and the General Assembly on or before September 1, 2016.

SB304 Maryland Commission on Health in All Policies

Establishing the Maryland Commission on Health in All Policies; providing for the purpose, composition, chair, and staffing of the Commission; specifying the duties of the Commission; requiring specified health impact assessments to be performed in a specified manner; requiring the Commission to report to the Governor and General Assembly on December 1 of each year on the findings from and recommendations based on any health impact assessments performed by the Commission; etc.

HB230 Institutions of Higher Education - Reduction in Financial Aid - Notification

Requiring institutions of higher education who reduce institutional financial aid awarded to specified students to notify specified financial aid providers of the reduction.

HB104 Medical Cannabis - Written Certifications - Certifying Providers

Authorizing specified dentists, podiatrists, nurse midwives, and nurse practitioners to provide written certifications to qualifying patients by substituting the defined term "certifying provider" for "certifying physician" as it relates to laws governing medical cannabis; establishing that specified providers must be in good standing with the regulatory board regulating the licensing and certification of specified providers; etc.

HB99 Criminal Law - Synthetic Cannabinoids - Prohibition

Prohibiting a person from deliberately using, ingesting, possessing, or inhaling a specified synthetic cannabinoid in an amount that causes intoxication, excitement, stupefaction, or dulling of the brain or nervous system; and providing that violation of the Act constitutes a misdemeanor with penalties of a maximum of 1 year in prison or a fine not to exceed $500, or both.

HB197 Maryland Pay Stub Transparency Act of 2016

Requiring employers to keep wage records for each pay period for at least 3 years; expanding the types of wage records that employers are required to keep for each pay period; requiring employers to give employees a specified written notice within 1 week after the first date of employment; expanding the information that employers are required to give to employees at the time of hiring and for each pay period; requiring employers to provide employees with an explanation of how wages were calculated; etc.

HB306 Labor and Employment - Hiring and Promotion Preferences - Veterans and Their Spouses

Authorizing employers to grant a preference in hiring and promotion to eligible veterans, spouses of eligible veterans who have service-connected disabilities, and spouses of deceased eligible veterans; providing that granting a preference under the Act does not violate State or local equal employment opportunity laws; and defining the term "eligible veteran".
