requiring, instead of authorizing, the Program to report the possible misuse or abuse to the prescriber or dispenser of the monitored prescription drug under certain circumstances; requiring the Program to provide education to the prescriber or dispenser of the monitored prescription drug under certain circumstances; etc. Hearing Date: Effective Date: October 1, 2018 SB1118 Public Safety - Trauma-Affected Veterans Training Program - Establishment Requiring the Department of Veterans Affairs, the Department of State Police, and the State Traumatic Brain Injury Advisory Board jointly and in consultation with veterans to establish a Trauma-Affected Veterans Training Program to provide training to emergency responders and law enforcement officers regarding the effects of acquired and traumatic brain injuries, techniques that can be used when interacting with veterans who have a certain brain injury, and any other relevant issues relating to certain veterans; etc. Hearing Date: Effective Date: October 1, 2018 [GO TO TOP] [GO TO BILL LIST] HB1732 Public Safety - Youth Crime Prevention and Diversion Parole Fund - Establishment Establishing the Youth Crime Prevention and Diversion Parole Fund to provide grant assistance to local law enforcement agencies to police high-crime areas; requiring the Executive Director of the Governor's Office of Crime Control and Prevention to administer the Fund; requiring the Governor to appropriate annually at least $500,000 for the Fund; requiring that priority be given to jurisdictions with the highest number of offenders when determining grant recipients among local law enforcement agencies; etc. Hearing Date: Effective Date: July 1, 2018 SB1179/HB1740 Baltimore City - Law Enforcement Officers' Bill of Rights - Hearing Board Providing that a law enforcement officer who receives probation before judgment for certain charges is not entitled to a hearing under the Law Enforcement Officers' Bill of Rights; providing for the selection and composition of a hearing board in Baltimore City; excluding Baltimore City from a certain provision allowing for an alternative method for forming a hearing board under the Law Enforcement Officers' Bill of Rights when the alternative method has been agreed to under certain collective bargaining agreements; prohibiting the Mayor and City Council from authorizing certain reductions in certain existing funding; providing that certain unspent funds be refunded to certain business owners in a certain manner; declaring the intent of the General Assembly that the credit will encourage private sector investment in Maryland biotechnology companies; altering a certain limitation on the aggregate credits that the Secretary of Commerce may certify for certain investments; establishing the HBCU Internship in Maryland Government Scholarship Committee; requiring the Office of Student Financial Assistance in the Maryland Higher Education Commission to administer the Program, subject to a certain exception; requiring the Office of Student Financial Assistance in the Maryland Higher Education Commission to assist in the repayment of a higher education loan obtained for tuition, education expenses, or living expenses for undergraduate or graduate study leading to a degree in agriculture or an agriculture-related field, including farming; requiring the Comptroller to prepare a certain report and to post the report on the Comptroller's website; and requiring the Comptroller, in consultation with certain employee organizations, to adopt certain regulations. Copper Plans to Lower Rates Requiring the Maryland Health Benefit Exchange, beginning January 1, 2019, to make copper plans available in the Individual Exchange to certain individuals, notwithstanding certain provisions of law; requiring the Exchange to certify a certain health benefit plan as a copper plan if the plan provides certain coverage, notwithstanding certain provisions of law; etc. Hearing Date: Mon 3/5 1:00 PM Effective Date: June 1, 2018, January 1, 2019 HB1512 Health Insurance - Dental Preventive Care - Coverage Altering a certain prohibition on a carrier imposing a certain frequency limitation on dental preventive care; and providing for the application of the Act. Hearing Date: Mon 3/12 1:00 PM Effective Date: January 1, 2019 HB1516/SB1002 Public Health - Healthy Maryland Program - Establishment (Healthy Maryland Act of 2018) Establishing Healthy Maryland as a public corporation and a unit of State government to provide comprehensive universal health coverage for every Maryland resident; requiring Healthy Maryland to provide certain services, a certain system, certain choice and access to certain coordinators and certain providers, and certain financing for residents of the State on or before January 1, 2020; establishing the Health Maryland Board to organize, administer, and market Healthy Maryland and Healthy Maryland Services as a single-payer program; etc. Hearing Date: Mon 3/5 1:00 PM Effective Date: July 1, 2018 HB1527/SB1075 Health Insurance - Freedom of Choice of Pharmacy Act Prohibiting certain carriers from prohibiting an enrollee from selecting, or limiting the ability of an enrollee to select, a certain pharmacy for the receipt of certain services; prohibiting certain carriers, under certain circumstances, from denying a pharmacy a certain right or imposing on an enrollee certain payments, fees, reimbursement amounts, limitations, or conditions for certain services; etc. Hearing Date: Thu 3/8 1:00 PM Effective Date: January 1, 2019 HB1727 Health Insurance - Infertility Treatment and In Vitro Fertilization - Coverage Prohibiting certain insurers, nonprofit health service plans, and health maintenance organizations from requiring as a condition of coverage for certain infertility treatments that the patient be married or in a relationship with another individual; altering the circumstances under which certain insurers, nonprofit health service plans, and health maintenance organizations are prohibited from excluding benefits for certain expenses arising from in vitro fertilization procedures; etc. Hearing Date: Effective Date: January 1, 2019 SB1101/HB1310 Health Insurance - Provider Panels - Procedures and Credentialing Practices Altering from 30 to 15 days the time period after a certain date within which a carrier is required to send a certain notice; altering from 120 to 60 days the time period after a certain date within which a carrier is required to make a certain decision and send a certain notice under certain circumstances; and prohibiting a carrier from imposing a limit on the number of providers at a health care facility that may be credentialed to participate on a certain provider panel. Hearing Date: Effective Date: June 1, 2018 [GO TO TOP] [GO TO BILL LIST] HB1536/SB546 Higher Education - Tuition Rates - Exemptions Altering the circumstances under which certain individuals are exempt from paying the out-of-state tuition rate at public institutions of higher education; altering the circumstances under which certain individuals are eligible to pay the resident tuition rate at a public senior higher education institution or the in-county rate at a community college; requiring a certain individual to remain exempt from paying certain tuition rates until the individual is awarded a certain degree under certain circumstances; etc. Hearing Date: Thu 3/8 1:00 PM Effective Date: July 1, 2018 HB1602 Education - Higher Education - Priority Registration for Veterans Requiring public institutions of higher education to grant priority registration for courses to certain currently serving members and veterans of the armed forces of the United States; providing that a certain course registration priority applies only within 15 years after an eligible service member was on active duty; providing that a certain course registration priority does not apply to an eligible service member after a certain number of academic years; etc. Hearing Date: Thu 3/1 1:15 PM Effective Date: October 1, 2018 HB1724 Gun-Free Higher Education Zones Altering a certain exception relating to law enforcement officers to the prohibition on carrying certain weapons on public school property; prohibiting the carrying or possession of certain firearms on the property of public institutions of higher education; providing for certain exceptions to the prohibition; establishing certain penalties; requiring a public institution of higher education to post certain signs at certain locations; etc. Hearing Date: Effective Date: October 1, 2018 [GO TO TOP] [GO TO BILL LIST] HB1460 Maryland Medical Assistance Program ? Hearing Date: Tue 3/13 1:00 PM Effective Date: October 1, 2018 HB1574 Maryland Medical Assistance Program - Health Record and Payment Clearinghouse Pilot Program Establishing a Maryland Health Record and Payment Clearing House Pilot Program; requiring the Maryland Department of Health on or before December 31, 2018, to identify a certain group to which the Program shall apply; requiring the Department on or before July 1, 2020, to collaborate with the Health Care Commission to implement the Pilot Program; requiring the Commission to develop the Program within the Department by July 1, 2019; requiring the Commission to submit an annual report on the status of the implementation of the Program; etc. Hearing Date: Fri 3/2 1:00 PM Effective Date: July 1, 2018 HB1682/SB835 Maryland Medical Assistance Program - Collaborative Care Pilot Program Establishing the Collaborative Care Pilot Program in the Maryland Department of Health to establish and implement a Collaborative Care Model in primary care settings in which health care services are provided to Program recipients enrolled in HealthChoice; requiring the Department to administer the Pilot Program and to select up to three sites with certain characteristics to participate in the Pilot Program; requiring the Governor to include in the annual budget $550,000 for certain fiscal years for the Pilot Program; etc. Hearing Date: Effective Date: July 1, 2018 [GO TO TOP] [GO TO BILL LIST] HB1556 Public-Private Partnerships - Public Notice of Solicitations and Approval of Agreements Prohibiting a certain reporting agency from issuing a public notice of solicitation for a public-private partnership unless the reporting agency provided certain notice and an opportunity to submit written comments to certain counties and municipalities; prohibiting the Board of Public Works, except under certain circumstances, from approving a public-private partnership agreement submitted by a certain reporting agency that involves foreign investment; etc. Hearing Date: Tue 3/6 1:00 PM Effective Date: October 1, 2018 HB1731 Public Safety - Student Peer Mediation Program Fund - Establishment Establishing the Student Peer Mediation Program Fund to provide grant assistance to schools and community-based organizations in Baltimore City to establish student peer mediation programs to reduce juvenile violence; requiring the Executive Director of the Governor's Office of Crime Control and Prevention to administer the Fund; requiring the Governor to annually appropriate at least $250,000 for the Fund; requiring the Executive Director to establish grant application procedures for certain organizations in Baltimore City; etc. Hearing Date: Effective Date: July 1, 2018 [GO TO TOP] [GO TO BILL LIST] HB1271 Family Law ? Opioid?Exposed Newborns and Parents Addicted to Opioids ? Mobile Application (I?m Alive Today App) Requiring a local department of social services, if appropriate, to monitor an opioid-exposed newborn through a certain mobile application under certain circumstances; requiring a local department to assess the risk of harm to and safety of a certain child whose parent has been found guilty of possession of an opioid; requiring a court to make a referral to a local department for an assessment of the risk of harm to and safety of a child under certain circumstances; etc. Hearing Date: Effective Date: October 1, 2018 HB1389/SB1173 Home Sprinkler and Fire Safety Assistance Fund - Pilot Program Establishing the Home Sprinkler and Fire Safety Assistance Fund to provide grants to offset the costs of installing a sprinkler system when purchasing a home; requiring the Department of Housing and Community Development to administer the Fund; requiring the State Treasurer to hold the Fund and the Comptroller to account for the Fund; specifying the contents of the Fund; requiring the Governor, in fiscal years 2020 through 2022, to include in the annual State budget an appropriation of $300,000 for the Fund; etc. Hearing Date: Fri 3/2 1:00 PM Effective Date: July 1, 2018 HB1443 Public Health - Asthma Hot Spot Elimination Grant Program Establishing the Asthma Hot Spot Elimination Grant Program to award grants to organizations, including nonprofit organizations, hospitals, and health care facilities, to develop and implement programs aimed at reducing or eliminating asthma hot spots; requiring the Maryland Department of Health to administer the Program; requiring the Department to award grants on a competitive basis, and prioritize awarding grants to programs based on measurable outcomes; etc. Hearing Date: Fri 3/2 1:00 PM Effective Date: October 1, 2018 HB1650 Maryland Department of Health - Maryland Teenage Pregnancy Prevention Grant Program Establishing the Maryland Teenage Pregnancy Prevention Grant Program in the Maryland Department of Health; requiring the Department to administer the Grant Program to provide grants and contracts on a competitive basis to fund certain programs; requiring the Grant Program to provide certain funding to a program at a certain level if federal funding is discontinued for the program; providing for the funding of the Grant Program; etc. Hearing Date: Fri 3/9 1:00 PM Effective Date: October 1, 2018 HB1685/SB912 Maryland Prenatal and Infant Care Coordination Services Grant Program Fund (Thrive by Three Fund) Establishing the Maryland Prenatal and Infant Care Coordination Services Grant Program Fund to make grants to counties and municipalities to provide care coordination services and evidence-based supports or interventions to low-income pregnant and postpartum women and to children from birth to 3 years old; authorizing any county or municipality to apply for a grant; requiring that an application for a grant from the Fund include certain evidence and a certain plan; etc. Hearing Date: Effective Date: October 1, 2018 HB1690/SB1186 Public Health - Human Papillomavirus Vaccine - Information and Reporting Requiring a health care provider to provide an individual or an individual's parent or guardian with certain information in writing on the human papillomavirus (HPV) vaccine and to obtain written consent before administering an HPV vaccine; providing that a health care provider acting in good faith may not be held liable in any cause of action for providing certain information about the HPV vaccine or reporting any adverse reactions to the vaccine; requiring the Maryland Department of Health to adopt certain regulations; etc. Hearing Date: Effective Date: October 1, 2018 HB1696/SB1071 Task Force to Study Access to Home Health Care for Children and Adults With Medical Disabilities Establishing the Task Force to Study Access to Home Health Care for Children and Adults with Medical Disabilities; providing for the composition, chair, and staffing of the Task Force; requiring the Task Force to study and make recommendations for improving access to home health care in all areas of the State, including a recommendation on reimbursement rates; requiring the Task Force to report to certain committees of the General Assembly by November 30, 2018; providing for the termination of the Act; etc. Hearing Date: Effective Date: July 1, 2018 SB1159 Public Health - Emergency Use Auto-Injectable Epinephrine Program for Food Service Facilities Establishing the Emergency Use Auto-Injectable Epinephrine Program for Food Service Facilities in the Maryland Department of Health; establishing that the purpose of the Program is to provide a means of authorizing individuals in a food service facility to obtain and store auto-injectable epinephrine and administer auto-injectable epinephrine to individuals who are experiencing anaphylaxis when a physician or emergency medical services are not immediately available;
