SB940/HB931 Health Care Facilities - Certificate of Need - Modifications

Altering a provision of law exempting certain offices from certificate of need requirements under certain circumstances; providing that a certificate of need is required before the type or scope of any health care service is changed if the health care service results in a change in operating room capacity in a general hospital; altering the circumstances under which a certificate of need is required before certain capital expenses are made by or on behalf of a certain health care facility; etc.

SB992/HB1338 Prescription Monitoring Data - Health Care Facility

Requiring the Prescription Drug Monitoring Program to disclose prescription monitoring data, in accordance with certain regulations, to the medical director or authorized administrator of certain health care facilities, or the medical director's or authorized administrator's designee, for the purpose of providing medical or pharmaceutical treatment to a patient or prospective patient of the health care facility.

HB1325 Health Occupations - Advanced Practice Registered Nurses - Delegation of Nursing Tasks

Providing that an unlicensed individual has the right to perform acts of advanced practice registered nursing under certain circumstances; requiring the State Board of Nursing to adopt certain regulations; and providing that an advanced practice registered nurse is not precluded from delegating a nursing task to an unlicensed individual.

HB1355 Audiologists, Hearing Aid Dispensers, and Speech-Language Pathologists - Revisions

Altering the composition of the State Board of Examiners for Audiologists, Hearing Aid Dispensers, and Speech-Language Pathologists to require that at least one of certain types of members be currently employed in private practice; repealing the prohibition against employees of the Maryland Department of Health serving on the Board; prohibiting a member of the Board from having been subject to a disciplinary enforcement for a certain violation during the 8 years immediately preceding appointment; etc.

SB909/HB364 Health Care Practitioners - Medical Examinations on Anesthetized or Unconscious Patients

Prohibiting health care practitioners and certain students and trainees from performing certain examinations on a patient who is under anesthesia or unconscious unless informed consent has been obtained from the patient for the examination, the examination is within the scope of care, or the patient is unconscious and the examination is required for diagnostic purposes; authorizing certain health occupations boards to take certain actions against certain health care practitioners under certain circumstances; etc.

SB916/HB1288 Physicians - Dispensing Permit Exemption - Prepackaged Topical

Providing that certain provisions of law do not prohibit a physician from personally dispensing a prepackaged topical; establishing a certain exception to the requirement to receive a certain written permit; and defining the term "prepackaged topical" as a prescription-strength cream, lotion, or solution that is packaged at the site of production and requires no preparation prior to dispensing.

SB692 Criminal Law - Neighborhood Nuisance - Civil Penalties

Prohibiting a person responsible for any premises from conducting, causing, permitting, or aiding a neighborhood nuisance or unruly social event; authorizing certain law enforcement officers to issue a citation for certain violations of the Act; specifying who may be issued a citation for certain violations; requiring that a citation include certain information; authorizing a person issued a citation to stand trial if certain notice is filed with the District Court at a certain time; etc.

Repealing a provision of law encouraging the Natalie M. LaPrade Medical Cannabis Commission to approve certifying provider applications for certain chronic or debilitating diseases or medical conditions.

SB967 Natalie M. LaPrade Medical Cannabis Commission - Advertising

Prohibiting growers, processors, dispensaries, independent testing laboratories, and certain third-party vendors from placing or maintaining, or causing to be placed or maintained, advertisements for medical cannabis, medical cannabis products, or medical cannabis-related services on certain mediums or locations; authorizing certifying providers to advertise the ability of the certifying provider to certify a qualifying patient to receive medical cannabis; etc.

HB1393 Public Health - Blood Donation - Notice of Analysis and Sale or Transfer of Information

Requiring, before obtaining donated blood that may be analyzed by a certain entity, the individual obtaining the blood to inform the potential donor that the entity on whose behalf the blood is obtained may analyze the donated blood and sell or transfer the information collected from an analysis of the donated blood to a third party.

HB1400/SB1012 Public Health - Death Certificates - Completion and Cause of Death Report

Authorizing a physician designated by the State Anatomy Board to complete a certificate of death under certain circumstances; requiring a certain physician to enter certain information in a certain section of a death certificate; and requiring the State Anatomy Board to send to the Secretary of Health a report of the cause of death for entry on a certain death certificate if the State Anatomy Board receives information about the cause of death from certain individuals.

HB1342/SB971 Public Safety - Maryland Police Training and Standards Commission - Citations in Lieu of Arrest

Requiring the Maryland Police Training and Standards Commission, in consultation with the Anne Arundel County Police Academy, to develop and maintain a uniform statewide training curriculum that includes role-playing exercises to ensure the use of best practices in issuance of citations in lieu of arrest.

HB1371 Baltimore City - Public Safety Community Oversight Board

Repealing certain provisions of law relating to the Baltimore City Civilian Review Board; establishing the Public Safety Community Oversight Board to process and review certain complaints made by members of the public and review certain policies of a law enforcement unit; requiring a law enforcement unit to place certain posters in certain areas explaining how to file a complaint; requiring an explanation of certain procedures to be included in a certain manual; requiring each member of the Board to receive certain training; etc.

HB1373 Baltimore City - School Resource Officers - Firearms

Repealing a certain provision of law that requires a school resource officer in Baltimore City to be assigned permanently or temporarily to a school or be on school property to carry or possess a firearm; authorizing a school resource officer in Baltimore City to carry a firearm on school premises; and authorizing a school resource officer in Baltimore City to carry a firearm off school premises if the officer is acting in an official capacity.

SB948 Criminal Law - Assault in the Second Degree - School Employee

Prohibiting a person from intentionally causing physical injury to another if the person knows or has reason to know that the other is an employee of a public or private preschool, elementary school, or secondary school; and providing penalties for a violation of the Act of imprisonment not to exceed 10 years or a maximum fine of $5,000 or both.

Tax Policy


HB1390 Baltimore City - Property Tax Credit - Low-Income Employees

Authorizing the Mayor and City Council of Baltimore City to grant, by law, a certain property tax credit against the property tax imposed on dwellings in Baltimore City that are owned by low-income employees of Baltimore City who are employed on a full-time basis, are among the 25% lowest-paid city employees, and who own a dwelling in Baltimore City; providing that the credit may not exceed the lesser of $2,500 per dwelling or the amount of property tax imposed on the dwelling; applying the Act to taxable years beginning after June 30, 2019; etc.
