Community Safety and Strengthening Act Hearings
On February 22, Johns Hopkins attended three hearings in support of SB793/HB1094- Community Safety and Strengthening Act. This bill provides funding for youth programs in Baltimore City to address the root causes of violence and also allows Johns Hopkins to enter a memorandum of understanding with the Baltimore Police Department to establish Hopkins’ own sworn Police Department. The bill was heard by the House Delegation, House Judiciary Committee and Senate Judicial Proceeding Committee.

Members from all over the Hopkins community came out to testify in support and opposition of the bill. We would like to thank all the people that volunteered to be on the panels or write letters to support the bill. Special acknowledgement should be given to all that testified both, in support and opposition, as they were very honest and passionate in their efforts.

It was a long day but each testimony was powerful and clearly illustrated the issues with and the need for the bill. We are still waiting to find out when the voting session for the Delegation and Committee sessions will be to learn if the bill will pass.


Johns Hopkins Shares Employment Outreach Efforts to Legislative Latino Caucus
On February 26, Senior Vice President for Human Resources at Johns Hopkins Medicine, Inez Stewart, presented to the Latino Caucus, highlighting the targeted efforts for outreach and recruitment in the Latino community. She described recent meetings with local churches and faith leaders, and how we are intentional in seeking Latino candidates for a range of opportunities, from entry-level to mid- and senior-level positions. Ms. Stewart received accolades from the lawmakers for reporting the incredible increase in Latino candidates – from 10 to 90 – for the Johns Hopkins Summer Jobs Program.

SB1040/HB1407 Budget Reconciliation and Financing Act of 2019

Authorizing or altering the distribution of certain revenue; altering or repealing certain required appropriations; altering the cap for fiscal 2020 from 0.5% to 0.25% on a certain adjustment to a certain revenue estimate relating to nonwithholding income tax revenues; altering, for fiscal year 2020, a certain budgeted Medicaid Deficit Assessment; authorizing the transfer of certain funds; authorizing the use of $2,000,000 from the Maryland Trauma Physician Services Fund for Medicaid provider reimbursements; etc.

SB1030/HB1413 The Blueprint for Maryland's Future

Establishing principles of The Blueprint for Maryland's Future that are intended to transform Maryland's early childhood, primary, and secondary education system to the levels of high-performing systems around the world; establishing a Concentration of Poverty School Grant Program; extending by 1 year, to 2021, the requirement for the State to provide a supplemental grant to certain eligible county boards; establishing the Teacher Collaborative Grant Program; requiring certain performance evaluations of local school systems; etc.

SB1010 Maryland Health Care Commission - Assessment of Services at the University of Maryland Shore Medical Center in Chestertown

Requiring the Maryland Health Care Commission, in conjunction with the Office of Health Care Quality, to conduct an assessment of the services provided at the University of Maryland Shore Medical Center in Chestertown, comparing the services currently provided to the services provided in fiscal 2015 and to identify whether, on or after July 1, 2015, any services from the University of Maryland Shore Medical Center in Chestertown were reduced or were transferred to the University of Maryland Shore Medical Center in Easton; etc.

SB1032 Morgan State University - Task Force on Reconciliation and Equity - Extension

Extending the date to January 31, 2021, by which the Institute for Urban Research at Morgan State University must submit a full report on the activities, findings, and recommendations of the Task Force on Reconciliation and Equity to the Governor and the General Assembly; and extending the termination date to May 31, 2021, for certain provisions of law relating to the Task Force on Reconciliation and Equity.

SB1009 Maryland Medical Assistance Program - Coverage - Acupuncture Services

Requiring the Maryland Medical Assistance Program, subject to the limitations of the State budget, to provide coverage for acupuncture services administered by health care practitioners who are licensed under Title 1A of the Health Occupations Article and operating within the scope of practice of the practitioner.

SB1035 Medical Laboratories - Use or Sale of Data for Research Study and Advertising or Solicitation of Business

Prohibiting a medical laboratory from using or selling to another person certain data for use in a research study unless a certain individual provides consent to the medical laboratory; repealing a prohibition on certain advertising or solicitation of business for a medical laboratory; and authorizing a certain person to advertise or solicit business in the State for a medical laboratory under certain circumstances: etc.
