Hurricane Katrina has impacted the
Congressional schedule in a way that leaves many in doubt about the completion
of the Higher Education Act Reauthorization.�
The Senate Health, Education, Labor and Pensions Committee did, however,
approve a bipartisan measure on September 8.�
Overall the bill strengthens student financial aid programs but contains
several very troubling provisions that would compromise the academic autonomy
of universities.� This bill, like its
House counterpart, would cut spending on student loan programs to reduce the
federal budget deficit.<p>
The positive aspects of the bill
are that it increases loan limits for undergraduate and graduate students,
makes Pell Grants available year-round, expands LEAP and makes PLUS loans available
to graduate students. The Senate bill creates a new $200 million per year
National Science and Mathematics grant (National SMART Grants), for students
majoring in math, science, technology or engineering.� We were also successful in retaining current
law for loan origination fees as well as current language on �experimental
sites.�<p>
Senator Barbara Mikulski worked to
include language that offers students pursuing graduate degrees in nursing
fellowships that will cover tuition and fees and provide a stipend. This will
enable more nurses to return to school so that they can become nursing faculty.<p>
The university community is very
concerned about several provisions.�
First, the transfer of credit provisions would require accrediting
agencies to certify that institutions base their transfer of credit policies on
guidelines developed by the institution�s admission committees and calculate
the percentage of students who successfully transfer.� There is also language requiring that Title
VI international education programs �reflect diverse and balanced
perspectives.�� This provision, coupled
with complex and costly new reporting requirements that require universities to
collect and publish information on employment placement and graduate school
enrollments will call for continued discussion as the reauthorization process
continues.<p>

Johns Hopkins is very pleased that
Edward Bouwer, Johns Hopkins University Director,
Center for Contaminant, Transport, Fate, and Remediation, was a guest lecturer
to over 50 congressional staff on Monday, September 12.� Dr. Bouwer was
selected to be a part of the Science Coalition�s �Science 101� lecture series,
�From Sea to Shining Sea: Environmental Contamination and How Science Is
Cleaning It Up.�<p>

On
August 26, House of
Delegates Speaker Michael E. Busch appointed Delegate Peter A. Hammen of
Hammen, a member of the House of Delegates since 1995, has served
as Vice Chairman of the Committee since 2003 and has been involved in health
care issues throughout his tenure in the House.<p>
Of interest to Johns Hopkins are
the policy decisions made by this committee.�
Among other issues, the Health and Government Operations Committee
considers legislation relating to child and elder healthcare; civil rights;
emergency medical services; health and life insurance; health policy and
planning, including facilities, occupations and public health; and health and
life insurance.<p>
<a name=" Site Visits Abound"><b><u> Site Visits Abound</b></u><p>
Since the conclusion of the
General Assembly�s legislative session in April, Johns Hopkins has hosted more
than 20 visits for elected and appointed officials, including the Governor, the
Comptroller, four full legislative committees, individual elected officials,
members of the Governor�s cabinet and staff, and legislative staff
members.� While touring many Johns
Hopkins campuses, the visitors delved into issues that provided them with a
better understanding of the breadth, depth and reach of the Johns Hopkins
Institutions.� Included in the visits
have been focused tours seeking to garner State support for the capital budget
requests of the

Governor Robert Ehrlich has named
Alan Friedman as his Director of Legislative Relations.� This is a newly created position which
consolidates the Administration's policy and legislative operations.� Friedman's responsibilities will include the
development and management of the Administration's agendas in these areas.

City Council passed a bill authorizing the City to sell 301 N. Broadway (site
of the Enoch Pratt Library branch) to Johns Hopkins, and the Mayor promptly
signed the bill into law. City Council approval was also given to the bills
required to handle street closings and other issues associated with building
the replacement library at
