Orleans Street Parking Garage Project
In order to traverse the air and underground space across Orleans Street, Johns Hopkins had to gain approval from Baltimore City. Access to such public space usually is granted via franchise agreements for which the user pays an annual fee. Initial discussions with Baltimore City would have required Hopkins to pay approximately $5 million over a 25-year period. The hospital entered into negotiations with the City to purchase the rights instead of leasing the space. Negotiations resulted in the Citys agreeing to let the Hospital purchase the air and subterranean rights for the appraised value of $16,001.
Several City Council bills were required in order for Hopkins to have permanent rights to this space. During the Councils spring session, all the bills required to close the space from public use and allow the City to sell the property to Hopkins were passed and signed into law by the Mayor.
301 N. Broadway
During the spring session, the City Council passed a bill authorizing the City to sell 301 N. Broadway (site of the Enoch Pratt Library branch) to Johns Hopkins, and the Mayor promptly signed the bill into law. City Council approval was also given to the bills required to handle street closings and other issues associated with building the replacement library at Central Avenue and Orleans Street.
