Charles D. Phlegar has been appointed associate vice president for development and alumni relations at The Johns Hopkins University. He previously was vice president for development at the University of South Carolina for five years. Phlegar will oversee non-medical fund raising programs in the university's schools and divisions as well as centralized programs that include planned giving, corporate and foundation relations, and development communications. He also will direct any institutions-wide campaign activities. During Phlegar's tenure at the University of South Carolina as a member of the president's cabinet, he managed that university's first capital campaign. Under his leadership, the school's yearly gifts increased from $12 million to $65 million. Previously, Phlegar was associate vice chancellor and campaign director at East Carolina University. He earlier served as assistant director of both the Alumni Association and the Athletic Association at Virginia Polytechnic Institute and State University, where he earned a bachelor's degree in business management in 1978 and a master's in education administration in 1987. He has also been a vice president of Ketchum Inc., a national fund-raising consulting firm.
